A 220vac single phase welder uses the same volts and amps as your electric stove, 220vac 50amps. Mine anyhow.

Yes, you will wire up your new receptacle for your welder just like your electric heater, you may need to use a bigger breaker though. I use a 50 amp for my welder.
3 phase is mainly used in factories, single phase is used in most homes and many businesses.

I have been in construction most of my life. I wired my first room when I was 14. I rewired my house from a 60 amp service to a 200 amp service when I moved in. Rewired the entire house and wired up my new addition. Everything passed inspection with flying colors, and I have had some strict inspectors come in, but they couldn't find anything to write me up on.

Wow, you seem like you're good at electrics then Chris! Most wiring Ive done was my garage lighting....doesnt really compare to be honest.
Single phase is fine for what you need, so done worry!
