Yeah that's a pretty low gearing. I'm getting 15mph@3600rpm. That's not too bad. My wheel horse tops out at about 10mph.
With the gov, a lower hp single ain't reaching 3600 RPM under load though. The throttle would have to be open farther.

That's what you go by regardless, not like it's far enough off that it's gonna make a huge difference. Nothing to worry about, haha.
