if I push my clutch in and my tractor keeps going do I need a bigger belt or do I need to adjust my clutch to release it even more I just pulley swapped it so im still getting it dialed in

Either or. One way or the other it's not releasing. If you can;t get enough out of your clutch, you may need a larger belt.

I think I need a bigger belt cuz wen the clutch is pushed in it barely touches the belt

You may need to adjust the fingers that make the belt pucker around the pulleys when the clutch is actuated. Without these, the belt will continue to ride on the pulleys and drag.

you can do both I would try lossening the clutch so its not so tight and if that dosnt work then replace the belt.
