I cant seem to get my briggs to idle when i throttle all the way down. i've cleaned the carb, and im debating whether or not to mess with the jets. any ideas?

Should be an idle adjustment screw on the carb somewhere. If you turn it out a bit you should idle fine. Might take some tinkering.

If you get off the tractor and use the main arm to make it idle? sounds to me like your missing a spring.

there is around 2 screws on the carb just adjust those and you will be fine

Thanks guys! I played with the jets and they all have their springs. i also cleaned the carb really well and it seems to idle better, but not the greatest. ill keep playing with it and see what happens!
