If you are asking about the difference between the blue button in the person's post or the one on the grey toolbar next to the emoticons. No difference other than the grey button bar next to the emoji you can @ several people by just clicking it again. I like to use the blue @ button in the person's post sometime when they have a long post with pictures and don't want to draw that back out again to find the reply.
