Its generally up to us to decide "halfway", so we prefer you dont so its easier to make sure people arent getting jump-starts on everybody else.

Getting ready to weld up my hubs...this would be a helllllllllllllluva lot easier if my parent's friend wasn't borrowing the mig welder...tacking something with stick is basically torture

Like @Doug said. Admin determine 50%. What you think is 50, could be different from joe-bob thinks. In the end, it is what the Admins think. Give a good writeup and you might get by if close.

Your best bet, and what we prefer, is to have a running base and parts. Then you can hit the ground running and we dont have to put your entry into submission limbo to see if its compliant.

yeah good point its hard to determine the half way point but its a good idea to get a start.
